Most of them, yes. The kits here contain products suited to a range of materials, including fabric, leather, vinyl and synthetic blends, which covers what's in nearly every modern cabin.
The two to watch are alcantara and suede. Those are microfibre fabrics rather than upholstery, and a cleaner built for leather or plastic will mat the pile. A textile cleaner is what you want there.
Whatever the kit, read the product label and check it suits the upholstery in your car before you start. A kit is a set of products chosen to work together, not a guarantee that every bottle suits every surface. -
They shouldn't, and if they are, it's usually the amount rather than the product.
Interior cleaners are designed to be used sparingly and wiped off before they dry. Too much product, or leaving it to sit, is what leaves a film behind. Spray onto the cloth or the brush rather than the surface, work in sections, and wipe away with a clean microfibre cloth while it's still damp.
The other cause is confusing a cleaner with a dressing. Dressings are meant to sit on the surface, so if you finish with one and want a factory look rather than a shine, use a matte finish product and apply it thinly. -
Usually, and the saving isn't only the money.
A kit works out cheaper per item than buying each piece on its own, and it saves the part people find harder, which is working out what goes with what. Knowing you need an interior cleaner, a brush stiff enough for carpet but soft enough for a dash, and a cloth that won't leave lint on a screen is the sort of thing you learn by getting it wrong first.
Buying separately makes sense once you know your habits. If you've already got cloths and brushes, a bottle of cleaner is all you need, and there's no point paying for a kit's worth of things you own.
So a kit if you're starting out or gifting one, singles once you know what you reach for.

A brush or applicator to get into vents, seams and textured plastic, because a cloth slides over all of it.
Microfibre cloths, ideally more than one, so you're not spreading dirt around with a loaded cloth.
From there it depends how far the kit goes. Bigger ones add a leather cleaner and conditioner, a glass cleaner, a carpet and upholstery cleaner and a dressing to finish with. A leather focused kit swaps the fabric products for hide care instead.
